Recently, Assistant President Xu Huibin of Fehorizon led the responsible persons of the Company’s business including financial services and industry operations to Hainan, and visited the government of Hainan Province and the government of Longhua District, Haikou respectively. They had in-depth exchanges with many leaders at provincial and municipal levels including Mr. Guo Zhangcheng (Deputy Secretary-General of the government of Hainan Province) and Mr. Wang Jianguo (second-level inspector of the provincial Department of Commerce) as well as relevant departments, which is an important step taken by Fehorizon to expand its business in Hainan Province.
With a gentle breeze blowing from the coast of the South China Sea, the party led by Assistant President Xu Huibin was warmly received by at the office building of the Hainan government by Mr. Guo Zhangcheng (Deputy Secretary-General of the government of Hainan Province) along with leaders of various departments (including the provincial Department of Commerce, Department of Tourism and Culture, Development and Reform Commission, Financial Service Bureau, SASAC, Medical Products Administration, Department of Housing and Urban-Rural Development, Economic Development Bureau, and Ministry of Industry and Information Technology) and urban investment companies (including Hainan Tourism Investment & Development, Caijin, Development Holdings, and Boao Hope City).
Mr. Xu Huibin introduced the profound foundation of cooperation between Fehorizon and Hainan Province, and mentioned that its cumulative input into financial business has reached several billion yuan in Haikou—the provincial capital of Hainan, and it has established a good partnership with nearly a hundred excellent enterprises including Haikou Urban Construction and Haikou Meilan International Airport; CDHORIZON, the equipment operation service provider under Fehorizon and a listed company, has set up a sales network in both Haikou and Sanya, and participated in the construction of multiple national and provincial key projects, such as Haikou Meilan International Airport, Haikou International Duty Free City, Haitang Bay Duty Free Shiping Mall (Sanya), G15 Shenyang-Haikou Expressway, G98 Hainan Island Ring Expressway, and Longgun River Bridge (Wanning). According to Mr. Xu Huibin, based on the strategic positioning of “Backed by Mainland, Based in Hong Kong, Influencing Southeast Asia,” Fehorizon makes active efforts to assist in the construction of Hainan Free Trade Port, meanwhile giving full play to its advantages as a “marketized, internationalized and specialized” enterprise, to better serve the urban upgrade and industrial iteration of Hainan Province and help enterprises in Hainan to explore the global market.

Thanks to institutional innovation and perfection of law, Hainan Free Trade Port has been continuously optimizing its business environment and achieving great results in construction. Relevant leaders of Hainan Province illustrated with the example of Boao Lecheng International Medical Tourism Pilot Zone (“Lecheng Pilot Zone”). As the only medical pilot zone in China set up upon approval by the State Council, Lecheng Pilot Zone is entitled to the privileges of pilot zone in the field of medicine; it enjoys China’s exclusive licensed medical equipment policy and aims to establish an international multi-center medical equipment & clinical trial platform. Benefiting from the preferential policies, Hainan Free Trade Port has gradually evolved into an innovation highland of the healthcare industry through integration of resources, reform and innovation. Deputy Secretary-General Mr. Guo Zhangcheng pointed out that Lecheng Pilot Zone’s development idea of continuously strengthening the industrial foundation and promoting the backflow of medical assumption embodies the direction of Hainan’s efforts in promoting the construction of the free trade port, which is highly consistent with the “finance + industry” development strategy of Fehorizon, and hoped that the two parties can push for implementation of projects in various fields by continuing to explore diversified and effective cooperation methods. Meanwhile, Mr. Guo Zhangcheng expressed his appreciation for and extended a sincere welcome to Fehorizon for visiting Hainan and integrating various service types to boost the economic construction of Hainan.
Both parties exchanged ideas in a wide range of fields (such as medical investment, fund investment, urban renewal, new energy, revitalization of non-performing assets, financial leasing and school running with foreign capital) and delved deep into the conditions for application of preferential policies and project cooperation opportunities in many aspects (including clinical trial of new drugs, stem cell research for anti-aging treatment, implementation of medical projects in Lecheng Pilot Zone, investment funds for free trade port construction, REITs of hydropower and photovoltaic power, QDLP/QFLP policy, investment in and operation of cultural tourism projects, urban renewal of Haikou and Sanya, and independent school running with foreign capital in Hainan). In Hainan, the party of Assistant President Xu Huibin also paid a visit to the government of Longhua District, Haikou, and was received by Mr. Huang Ge (Deputy Mayor of Haikou and Secretary of the Party committee of Longhua District), Mr. Wang Shouhui (member of the standing committee of the district committee and executive deputy head of Longhua District) and leaders from various departments (including the Commerce Bureau, Development and Reform Commission, Tax Bureau, Finance Bureau, Industry and Information Technology Bureau, Tourism and Culture Bureau, Health Commission and Financial Service Office of Longhua District).
At the center of Haikou—the capital of Hainan Province, Longhua District is a business and economic circle with a confluence of finance, business, education, scientific research and talent. Many industries of Hainan are headquartered here, and their influence drives the development of numerous industries such as agriculture, tourism, e-commerce, finance and high-tech industry. During the conversation, both parties explored possibilities of cooperation on the urban village renovation, urban renewal, infrastructure perfection, inefficient building improvement, free trade port fund and supply chain finance of Longhua District.
