Wang Ruisheng, deputy secretary of the Party committee and vice president of Far East Horizon, as a deputy to the Shanghai Municipal People's Congress, participated in the whole meeting and submitted proposals to the meeting on a number of topics, contributing "Far East wisdom" on the stage of the "two sessions" in Shanghai.

Diligently perform their duties and act as the people's representatives 
  

"The incompetence of representatives means the absence of the people; the silence of the representatives means the silence of the people." This is the People's Daily's message to NPC deputies, and also a motto that Wang Ruisheng has always kept in mind since he performed his duties for four years.

"No. 357 (number of NPC deputy card) is not only a number, but also a responsibility entrusted to me by the people." Deputy Wang Ruisheng said frankly. In front of the identity of "representative" is the heavy word "people". "People's cities are built by the people and for the people. People's representatives should also offer advice and suggestions for the people."

Since performing his duties for four years, Deputy Wang Ruisheng has always been concerned about the development of the real economy, actively participated in the urban construction of Shanghai, and maintained his sense of mission and responsibility as a deputy to the National People's Congress.

Out of concern for the people, he submitted four significant proposals

In 2020, Deputy Wang Ruisheng put forward his own suggestions through written proposals, online proposals and conference speeches on the topic of "Six Stabilization and Six Guarantees" in various fields such as restoring stable economic operation, promoting social employment and improving urban infrastructure construction.

Among them, four topics, including the study on the establishment of the economic development target system of Shanghai Convention and Exhibition, the stabilization of public employment service team to ensure and promote employment, the comprehensive development base scheme of extending west rail transit line 20 to Xinyang Depot, and the optimization of the station name of Jinshajiang Road of Shanghai Metro line 3/4/13, have finally formed into significant proposals.

Jointly signed by several deputies, these proposals have been submitted to relevant departments for study. In the future, they may become documents or guidance with legal effect, bringing tangible benefits to the people.

National mission: developing high-quality thematic deliberations

During the "two sessions", Deputy Wang Ruisheng attended the special deliberation on "strengthening the 'four major functions' and promoting high-quality economic development". Chen Yin, member of the Standing Committee of the CPC Shanghai Municipal Committee and executive vice mayor of Shanghai Municipality, participated in the deliberation.Vice mayor Chen Yin pointed out that strengthening the "four major functions" is an important instruction of the general secretary to the core functions of Shanghai, and is also the "four beams and eight pillars" to continuously improve the city's energy level and core competitiveness under the new situation. In the future, Shanghai will strive to meet the highest international standards and the best level, fully representing the country to participate in global cooperation and competition, and endeavor to fulfill the major missions and strategic tasks entrusted by the country.

The unique enlightenment of the "two sessions" in Shanghai

 

We should tackle epidemic prevention with one hand and the economy with the other, and both should be done well. As a direct participant in these two tasks, Deputy Wang Ruisheng deeply felt that the year 2020 in Shanghai was not easy and extraordinary.

Enlightenment 1: the economy is recovering and the city is making progress

At the beginning of the meeting, Deputy Wang Ruisheng listened to the government work report delivered by Shanghai mayor Gong Zheng on the spot. Mayor Gong Zheng pointed out that Shanghai's economy has shown an upward trend and people's lives have been further improved. Shanghai's international economic, financial, trade and shipping center have been basically completed, and its economic strength remains among the leading cities in the world.

During the group deliberation, Deputy Wang Ruisheng pointed out that "it is not easy for Shanghai to achieve such achievements in the face of adversity, and this report has enhanced the confidence of the vast number of enterprises in Shanghai."

Deputy Wang Ruisheng said that with the magnificent picture of the "14th Five-Year Plan" gradually unfolding, Far East Horizon, which "serves the industrial upgrading and serves the urban upgrading", will still have great potential in all aspects of social construction.

Enlightenment 2: participation of the whole people in anti-epidemic and scientific management

The government work report pointed out that, as a megacity, Shanghai has adhered to the principle of putting putting people first and life first, waged an outstanding people's war, overall war and blocking war against the epidemic, and achieved significant strategic results.

Although Zhang Wenhong and other anti-epidemic representatives failed to attend the meeting, Deputy Wang Ruisheng believed that the scientific prevention and control measures they advocated should be used for reference by the Far East.

Through foresight prediction, advance preparation and scientific management, Far East Horizon has achieved the result of "0 infection and 0 diagnosis" for all the more than 20000 employees. The construction workers from the subsidiary company Horizon Construction Development and the health care workers from Horizon Health went deep into the first line of anti-epidemic in Wuhan to combat the epidemic. Deputy Wang Ruisheng pointed out that Far East will continue to implement the national policies and the regulations of the Shanghai Municipal Party Committee and the Shanghai Municipal Government, continue to do a good job in epidemic prevention and control to ensure the health of everyone in Far East.

Enlightenment 3: carry forward the Far East spirit and forge ahead

Deputy Wang Ruisheng pointed out that in the face of formidable challenges, the high morale and enterprising spirit of the Shanghai people were unforgettable. They were not afraid of difficulties and dangers and worked hard. This meeting has sounded the clarion call for Shanghai to forge ahead in the new era.

The year 2021 marks the beginning of the 14th Five-Year Plan. Shanghai will strive for new miracles in the new era, and Far East will strive for new achievements in the new decade.
